While I was playing Colorado today I thought it would be great if Sean Rose and Maya Parvati could fight back…
But, with a catch. Not only would they shoot at you (normal damage like with fire from any other guard), but also have the quicktime melee… and 1 hit kill on 47 (or greatly increase their melee damage so you’re close to dying). Sean could be holding a knife, and Maya would have her prosthetic arm (maybe?), or just draw a knife anyway. So if you mess up the QT you’ll get stabbed or cut by either of these targets.
Targets might or might not have a melee weapon to increase damage during a QT fight. I wouldn’t expect Novikov to be carrying any gun or knife.
Novikov (QT fistfight, no gun or lethal melee)
Reza Zaydan (kinda doubtful about this one… Seems like he would have at least a handgun, so might as well go with QT fistfight too)

The Maelstrom (a handgun or smg and lethal melee)
Those are the only targets I can think of that seem like they should be able to defend themselves in some way, but some will be more deadly than others.
I doubt IOI would ever update these targets to be like this. A mod would be more likely to happen.
Who else seems like they should be able to fight back, and who should have a melee weapon?
The Berlin ICA agents already have these perks (except for the deadly melee attacks).

So (although these are my personal opinion) these would seem like what these targets would have or be able to do. If they fight with fists they will not have a weapon and vice-versa.
Edit: FWIW, it was in Blood Money where you had Eve who could kill you if you weren’t fast enough. So it’d be nice if there were still this (slight) life-or-death risk when facing a target.
IOI should have made an update a long time ago that implemented the ability to fight back against dangerous targets. You know how embarrassing it is when you are supposed to kill, for example, The Iconoclast and instead of pulling out a weapon and trying to kill you, he starts screaming like a coward. It doesn’t make any sense at all. This is basically poorly implemented data and should be reported and considered a bug.
You are correct it was discussed by the IO devs for WoA (2016) but the new games are more complex in their programming than the old ones. For the longest time this was the reason briefcases and elevators wouldn’t make a return, the former of which finally did
