If this challenge is broken, they should remove it from the assassination list. Does anyone know if it’s broken?

Have to complete it in a community created contract. It’s impossible in the campaign mission.

I know that I’ve created a contract for it. It never works. I’ve tried others play as contracts for it they never work.
