I prefer having this useful item back (not only for tasing but for being used as a phone) and with less powers rather than being completely removed from the game. We gotta find a compromise 
ICA Electrocution Phone could be brought back as a reward for completing all “The Classics” challenges in all missions throughout the series including bonus. And allow contracts creators the ability to prevent the use of the phone in their contracts.
