I have a problem with this specific escalation.
When I try to access it the spoiler tag always pop up even if I already played the Dubai location and I’m even at level 2 of the escalation.
And there’s a weird [0] in the place where usually the 1/3 numbers are displayed.
I got that too. Maybe it suggests to play the other escalation first. 
Why the hell am I missing the other one. I even have the deluxe pack which included the Waltz one IIRC.
I have the same issue. I got the game on PC and PS4. On PS4 I have the two Dubai escalations, on the PC version, I only have the Deluxe one. The Phoenix Ascension Escalation is missing.
