Can "Domestic Disturbance" be initiated outside the mansion?

You can light the Asodo Fire Pit with the Big One, and pull down Mr. and Mrs. Yates down from the mansion to the Tango Dance Floor.

Is it possible to give Mrs. Yates the file (the wall safe “Scandal” challenge), on the Tango Dance Floor outside the mansion?

Mrs. Yates goes upstairs of the mansion to read the file, where the argument then ensues on the balcony.

I tried this yesterday but I had to be dressed as the mercenary guard to do it. I think I may have waited too long though as Don Yates was already off to this meeting with Diana and the heralds. Mrs. Yates just sat there and never went upstairs. I may try it again but give her the file before Don runs off to his meeting.
