PC/Steam - I have run this mission several times. Killing both targets with a sniper, and blowing up the cpu with a bomb - either through the shaft or golf ball. I checked a few youtubes out as well when it didn’t work. I ever tried shooting the cpu with the sniper. That did not work 
Finish mission and no Sniper Assassin achievement and it still registers it as not completed. This is my 3rd run through with a game restart. There are some npc casualties along the way as its faster. Does not seem to make any difference? Is there a bug?
I did quite recently get a new hd and re-install the game, as well as verify the game files
