i think they missed a small opportunity by letting Kerry Shale speak the famous words again, or even better: use the original recording from C47 
But to answer your question i wouldn’t count him as one of the Fathers, maybe a new Sugar Daddy.

Brilliant choice on the writers’ part honestly. No stupid twist, no dumb moral about how you can’t trust anyone. Just a man concerned about his brother and terrified of being made into a puppet again.
