I guessed that the way to kill the two targets in the sauna is with a bomb pen, unfortunately I don’t have a bomb pen
Took me about 3 Tries to properly make it, but here’s a Puzzle Contract for Hokkaido. Just beware of the usual NPC Wall Vision, that atleast wasn’t gentle on me, hence the name of The Contract.

You have to play the other Patient Zero missions to get Jeff spawn in that location (which has some requirements each as well). He has a chance to carry a Saber.
