The Joker, of course, for me. But after him, let’s set him aside for a moment as I don’t put him in a category as paltry as “Batman villain,” I’d say also Two-Face is most often the runner up. He’s right on the edge of the two major types of Batman villain: a violent gangster and a lunatic with a gimmick. Both aspects work, the fact that he was once a genuine good guy and strong Batman ally plays deep, and the coin toss aspect makes him arguably crazier - in a way - than the Joker, in Joker’s own words.
After him, I’d say Scarecrow. Not only does Scarecrow reduce Batman to a shivering child again at least once in every continuity he’s part of, and his whole schtick as a psychiatrist who went loopy himself lets him exploit his gimmick well (and seems to be fairly common, to look at Hugo Strange and Harley Quinn), but he’s also the only villain in any continuity, so far, to expose Batman’s identity to the world, as part of his plan. Other villains could have done it, but didn’t. So Scarecrow has actually succeeded where others have failed, intentionally or not. Gotta give him credit for that. Yeah, Bane broke Batman, but he got fixed again. After Scarecrow exposed him, in that continuity, there was no coming back from it.
Hey, while he’s not my favorite, I’d rank Bane as the 3rd greatest threat to Batman. The guy’s not only able to outmuscle him, but he’s a genius on par with Batman mentally. I used to have a low opinion of the character, until I really paid attention to what he’s capable of on all levels.
A facet that everybody just seems to ignore probably because more interesting characters exist on Batman’s intellectual level.
I paid attention to him at every level and I still think he is the worst Batman villain. Even when someone did remember his strengths it wound up being central to the worst fucking arc in modern Batman.
Ok, nobody listen to @Accidental_Kills98 in regards to Batman villains, he’s made clear on several counts now that he doesn’t know what he’s talking about.
The dumb flower man is basically a drug dealer for random superpowers and that’s it so if not the dumbest or worst probably one of the least interesting though I would like someone to prove me wrong
Hey since we are still discussing Batman villains where do you think this villain falls in the rankings? I think he is a pretty DOPE character if I do say so myself.
